Regarding the name ... we can note the other options that have been suggested during the IESG discussion, but I don't think we will select something that the community doing the work doesn't identify with. I agree with you that at this point there doesn't seem to be a huge amount of push in any clear direction for a new name. We know the keys that need to remain are RTP and congestion, and I think we agree pretty well on the scope of work, so IMHO playing with other words to sandwich around "RTP" and "congestion" isn't going to change much else.
