The intent seems identical to what you suggest. What am I missing here?
I think that this I-D should provide a good reason to omit the charset parameter and that reason should be specific to application/shf+xml. For example, "this media type uses UTF-8 only" is a perfectly good reason. In this particular case, are there any reasons to allow something different from UTF-8? (I'm just asking.)
